
The thirtieth Conference of the Parties of the UNFCCC (COP 30) is scheduled to be held in Belém, Brazil, from 10 to 21 November 2025, under the Presidency of Brazil. As with previous COPs, ICAO will participate to share perspectives and developments in aviation environmental protection under its leadership.

Overview of the developments at the 42nd Session of the ICAO Assembly
The 42nd Session of the ICAO Assembly held from 23 September to 3 October 2025 considered the proposals presented by Member States and international organizations on environmental matters, and adopted the following Assembly Resolutions:
- A42-20 on General provisions, noise, and local air quality
- A42-21 on international aviation and climate change
- A42-22 on the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA).
The Assembly Resolutions reflect important updates on ICAO’s progress of work over the last triennium, such as: the implementation of the collective long-term global aspirational goal (LTAG) of net-zero carbon emissions by 2050 adopted by the last Assembly in 2022, the ICAO Global Framework for Sustainable Aviation Fuels (SAF), Lower Carbon Aviation Fuels (LCAF), and other Aviation Cleaner Energies adopted by the third ICAO Conference on Aviation and Alternative Fuels (CAAF/3) in 2023, and the ICAO Roadmap for implementation approved by the Council in 2024, as well as the continued and robust implementation of CORSIA over the last triennium.

Background Information and Tools on Aviation Environmental Protection
The evolution on various indicators related to aviation cleaner energies is reflected in the ICAO Cleaner Energy Tracker Tools. Over the last triennium, the Tracker Tools have registered significant increase in the number of SAF policies adopted or under development, airports distributing SAF, approved SAF conversion processes, feedstocks recognized and batches of SAF certified under CORSIA, SAF volumes under offtake agreements, and announced SAF production facilities. Launched in 2022, the ICAO Assistance, Capacity-building and Training for SAF (ACT-SAF) programme provides tailored support for States in various stages of SAF development and deployment, facilitates partnerships and cooperation on SAF initiatives under ICAO’s coordination, and enables knowledge sharing, and recognition of initiatives worldwide. As of October 2025, there are over 260 ACT-SAF partners as reflected on the ACT-SAF website, with significant progress made in implementation support as reflected in the ACT-SAF Studies dashboard.

The ICAO State Action Plan (SAP) initiative is one of ICAO’s most successful voluntary climate action programmes, with current submissions covering over 99% of international aviation activities. The current status of SAP submissions is detailed in the SAP Dashboard.

The Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) is the first global market-based scheme that applies to a sector. It complements other aviation in-sector emissions reductions efforts such as technological innovations, operational improvements and sustainable aviation fuels to meet the ICAO aspirational goal of carbon neutral growth. The CORSIA Dashboard presents the status of CORSIA implementation.
