Report Misconduct

With the entry into effect of the revised ICAO Framework on Ethics (Annex I to the ICAO Service Code) on 9 July 2020, ICAO has outsourced the intake and investigation of ICAO misconduct cases to the Investigations Division of the United Nations Office for Internal Oversight Services (OIOS). Misconduct involving ICAO personnel must therefore be reported directly to OIOS.

Only allegations involving ICAO’s personnel, assets or programmes can be investigated by OIOS. To file a formal complaint, please use the below link or hotline.

ICAO does not have jurisdiction to investigate complaints regarding domestic aviation or other matters of sovereign state responsibility.
