Assistance to States

During the 37th Session of the ICAO Assembly in 2010, ICAO Member States recognized the importance to address CO2 emissions from international aviation and adopted Resolution A37-19 aimed to achieve a global annual average fuel efficiency improvement of two per cent until 2020 and an aspirational global fuel efficiency improvement rate of two per cent per annum from 2021 to 2050, calculated on the basis of volume of fuel used per RTK performed.


In addition, Resolution A37-19 invites States to voluntarily develop and submit an action plan that outlines the national policies and measures to reduce CO2 emissions from international aviation and at the same time, it serves to report on these activities to ICAO and the international community.


The successful results achieved with the action plan initiative demonstrate the high level of interest, cooperation and engagement of States in this initiative, as well as the impact of ICAO’ s assistance and capacity-building activities, including the establishment of partnerships with other Organizations such as the ones developed with the European Union (EU) and with United Nation Development Programme (UNDP) and the Global Environment Facility (GEF) that facilitated access to financial resources as requested by Resolution A38-18, paragraph 31, with the overarching objective of contributing to international, regional and national efforts to address emissions from international aviation. 
  • The EU funded, ICAO - EU joint assistance project, Capacity Building for CO2 Mitigation from International Aviation, is a project to assist fourteen selected States from Africa and the Caribbean in the development and submission of their action plans; setting-up of Aviation Environmental Systems (AES) to establish emission inventories and monitor CO2 emissions from aviation; and the implementation of mitigation measures in the selected States to reduce aviation emissions including the preparation of feasibility studies.
  • The ICAO - UNDP joint assistance project, financed by the GEF, Transforming the Global Aviation Sector: Emissions Reductions from International Aviation is a global project aiming at assisting developing States and Small Island Developing States (SIDs) in their challenge to reduce aviation emissions. It includes the development of guidance documents and supporting mechanisms to assist the identification and implementation of measures to reduce aviation CO2 emissions, as well as a practical pilot project in Jamaica, consisting of the implementation of a renewable energy project that could be replicated in other States.
