Continuous Organizational Improvement (COI) Programme 2026-2028
The Continuous Organizational Improvement (COI) Programme is ICAO's framework for making the Organization work better, year on year. Established as a High Priority Enabler under the ICAO Strategic Plan 2026–2050, and ICAO Business Plan 2026 – 2028, it builds on the foundations laid by the Transformational Objective (2023-2025) to keep ICAO modern, digital, adaptive and collaborative: a results-driven Organization focused on its people to enhance its service delivery to Member States. The Programme is led, managed and coordinated by the Strategic Portfolio Management Office (SPMO), with each improvement area owned by the responsible Bureau or Office. How the COI Programme worksEach improvement area delivers a set of projects and initiatives that are scoped, prioritized and resourced for implementation at different stages in the triennium. The Programme is reviewed and refined throughout the 2026–2028 triennium to reflect evolving organizational priorities. While the COI Programme is not fully financed through ICAO's Regular Budget and remains partially unfunded, Member States are invited to support its delivery through voluntary financial contributions and secondment of experts, as set out in the ICAO Global Appeal 2026–2028. |
