The Finance Branch provides strategic financial leadership and stewardship for the Organization. It is responsible for the development, implementation, and oversight of ICAO’s budgetary, accounting, and financial management frameworks, in full compliance with the Financial Regulations and Rules and the decisions and directives of the Assembly and the Council. The Finance Branch (FIN) is responsible for developing and applying budgetary, accounting and financial policies and procedures to assure the prudent and accountable financial management of the approved ICAO budget.
As the principal financial officer of the Organization, the Chief, Finance Branch maintains close liaison with the External Auditor, certifies all ICAO financial statements and serves as the Secretary of the Finance Committee.
The Accounting Services Section is responsible for establishing and maintaining ICAO’s accounting systems, policies, and procedures in accordance with International Public Sector Accounting Standards. The Section prepares financial statements and ensures the accurate calculation and monitoring of the scale of assessment and the status of contributions from Contracting States. The Section is also responsible for treasury functions, including banking operations, liquidity management, and the investment of the Organization’s funds, ensuring financial sustainability and prudent use of resources.
The Section is comprised of the General Ledger and Reporting Unit (including the Treasury office), the Accounts Receivable Unit and the Accounts Payable Unit.
The Financial Services Section is responsible for the development and co-ordination of the draft programme The Financial Services Section provides end‑to‑end financial management services that support the Organization’s regular and extra‑budgetary activities. It leads the preparation and management of the ICAO Regular Budget, including financial planning, expenditure control, monitoring, and reporting, and provides financial oversight for revenue‑generating and resource‑mobilization activities, as well as special and extra‑budgetary funds. The Section also ensures the accurate and timely recording of payroll and staff‑related costs, oversees payroll validation and reconciliations in coordination with service providers, and manages statutory and third‑party payments, including pension contributions, insurance, and government obligations. In addition, the Section supports compliance with pension and tax reporting requirements, provides guidance on staff financial entitlements, and ensures transparent, reliable financial information to support sound decision‑making and accountability across the Organization.
The Branch supports the governing bodies through the preparation of Regular Budget estimates for Council and Assembly consideration, including the scale of assessment of Contracting States’ contributions. Following approval, it ensures effective budget execution through the control and monitoring of allotments and the maintenance of comprehensive accounts for all income and expenditures.
