From 9 February to 9 March 2026, ICAO invites emissions unit programmes to apply to TAB’s 2026 assessment cycle, which will make recommendations on their eligibility to supply CORSIA-Eligible Emissions Units for the 2027-2029 compliance period (part of the CORSIA ‘second phase’).
Any interested programme should provide information through the 2026 application form and its Appendices below, as well as supplementary materials and evidence as applicable. Programmes that applied for assessment in previous cycles should also use the 2026 application form and appendices.
The programme is expected to respond to all questions in the application form at the time of submission. A complete response involves three components: 1) a written summary response, 2) supporting evidence, and 3) any planned programme revisions. TAB cannot initiate its assessment unless the information is provided in full as requested.
The programme(s) are invited to complete and submit the Application form, including accompanying evidence and with required appendices, no later than the close of business on 9 March 2026 via TAB [at] icao.int.

The assessment will be conducted during TAB’s 2026 annual assessment cycle, according to the TAB Terms of Reference, TAB Procedures and 2026 Work Programme.
Notes:
1). 2024-2026 compliance period: As per the TAB Procedures, TAB will no longer consider new applications for programme eligibility for the 2024-2026 compliance period (‘first phase’), having completed two full assessment cycles for that period. Successful applicants in the 2026 assessment cycle may also be recommended to supply eligible emissions units for the 2024-2026 compliance period.
2). Language: if the programme documents and information are not published in English, the programme should fully describe in English this information in the application form and its appendices, and in response to any questions. Programmes are also strongly encouraged to provide English translations of the Evidences (e.g. programme’s procedures) to facilitate a complete and accurate understanding.
Programmes which are approved to supply CORSIA Eligible Emissions Units should use the Material Change Form to inform TAB of any material changes, the procedures for which are described in Section 8 of the TAB Procedures.
The programme(s) are invited to complete and submit the Material Change notification form, including accompanying evidence, no later than 25 April 2026 via TAB [at] icao.int.
