2026 Assessment Cycle

From 9 February to 9 March 2026, ICAO invited emissions unit programmes to apply for assessment by the Technical Advisory Body (TAB) against the CORSIA Emissions Unit Criteria (EUC) to supply CORSIA Eligible Emissions Units for the 2027 – 2029 compliance period.

During that period, ICAO received applications from 25 organizations. All applications - except for information designated as business confidential - are included below.

Material Change notifications submitted by programmes

April 2026

In April 2026, ICAO received material changes notification forms from eight programmes. All documents - except for information designated as business confidential - are included below:

TAB will assess the submitted MCA forms over the course of 2026.

August 2026

Programmes which are approved to supply CORSIA Eligible Emissions Units should use the Material Change Form to inform TAB of any material changes. The procedures are described in Section 8 of the TAB Procedures.

The programmes are invited to complete and submit the Material Change notification form, including accompanying evidence, no later than 14 August 2026 via TAB [at] icao.int (TAB[at]icao[dot]int)

Summary Table

The summary table on CORSIA Eligible Emissions Units presents in a consolidated manner the list of programmes fully or conditionally approved by the ICAO Council to supply units to the Pilot Phase (2021-2023 compliance period), First Phase (2024-2026 compliance period), and 2027-2029 compliance period. The table is for information purposes only and is available here.

Clarification of TAB's criteria interpretation

The document "Clarification of TAB's criteria interpretation contained in TAB Reports" consolidates TAB’s further interpretations of the CORSIA Emissions Units Eligibility Criteria and associated Guidelines for Criteria Interpretation, including specific approaches taken to apply criteria and guidelines during the TAB’s assessments, which form the basis of TAB’s recommendations to the ICAO Council on eligible emissions units. Market Monitoring Form

The public is invited to submit comments pertaining to observations of any potential deviation from the Emissions Units Criteria (EUC), CORSIA Eligible Emissions Unit Programme's Scope of Eligibility (as specified in the ICAO document "CORSIA Eligible Emissions Units"), and/or Terms of Eligibility on an on-going basis using this Market monitoring form.
