Material Changes to Previously-Assessed Programmes (submitted by September 2023)


Four programmes submitted procedural updates for TAB's assessment in August and September 2023.


Additionally, in September 2023 one programme submitted updated information relevant for the assessment of its re-application:

TAB Recommendations


TAB submitted its report to Council in January 2024. After consideration, Council accepted TAB's recommendations and approved the associated updates to the ICAO document "CORSIA Eligible Emissions Units." TAB recommendations in the TAB Report (January 2024) are available below.




Clarification of TAB's criteria interpretation


The document "Clarification of TAB's criteria interpretation contained in TAB Reports" consolidates TAB’s further interpretations of the CORSIA Emissions Units Eligibility Criteria and associated Guidelines for Criteria Interpretation, including specific approaches taken to apply criteria and guidelines during the TAB’s assessments, which form the basis of TAB’s recommendations to the ICAO Council on eligible emissions units. 2023 Programme Applications and Material Changes to Previously-Assessed Programmes

 

From 24 February to 31 March 2023, ICAO invited emissions unit programmes to  apply for assessment by the Technical Advisory Body (TAB) against the CORSIA  Emissions Unit Criteria (EUC) to supply CORSIA Eligible Emissions Units for the  2024 – 2026 compliance period (first phase).


ICAO received eleven responses to the call for applications. The responses  provided - except for the information labeled as business confidential - are  included below:

In addition to the applications above, ICAO received three material updates to  previously-assessed programmes for TAB's assessment by April 2023.

TAB Recommendations

Public Comments


From 4 May to 3 June 2023 2023, ICAO invited the public to submit comments on responses to the call for 2023 applications and matrial updates, regarding their alignment with the EUC.


Public comments received during that period, including commenter  names and organizations, are published following the decision  by the Council in respect of TAB's eligibility recommendations for this cycle.

 

ICAO reserves its rights to exclude from publication any submissions that are  inconsistent with the guidelines, or which contain information that can be  perceived as offensive, defamatory, and/or third-party advertising. ICAO will not  consider any submission from the public that requests confidential treatment of  all, or a substantial part, of the submission. All comments reflect the views and opinions of the writer and does not in any mean reflect TAB or ICAO views. All comments are published as received.

2023 Webinar for Emissions Unit Programmes

Understanding CORSIA Eligible Emissions Units


On March 8, 2023 ICAO held a webinar to inform stakeholders about the TAB assessment process, key documents for understanding CORSIA Eligibility, recent developments and next steps in the work of the TAB.




Application and Re-application Forms

Programmes that are interested to supply CORSIA Eligible Emissions Units can apply for assessment by the Technical Advisory Boday against the CORSIA Emissions Unit Criteria (EUC) during the annual call for applications.


New applicants are requested to use the below listed forms:

Material Change Form

Programmes which are approved to supply CORSIA Eligible Emissions Units are encouraged to use the Material Change Form to inform TAB of any material changes, the procedures for which are described in Section 8 of the TAB Procedures.


Market Monitoring Form

The public is invited to submit comments pertaining to observations of any potential deviation from the Emissions Units Criteria (EUC), CORSIA Eligible Emissions Unit Programme's Scope of Eligibility (as specified in the ICAO document "CORSIA Eligible Emissions Units"), and/or Terms of Eligibility on an on-going basis using this Market monitoring form.
