ATFM is an enabler of air traffic management (ATM) efficiency and effectiveness. It contributes to the safety, efficiency, cost-effectiveness, and environmental sustainability of an ATM system.
Collaborative Decision Making (CDM) is a process which considers stakeholder needs when making decisions in the ATFM process.
ATFM and CDM processes enable Air Navigation Service Providers (ANSPs) to optimally utilize airport and airspace capacities to meet air traffic demand.
Airport Collaborative Decision Making (A-CDM) is a system for more efficient use of existing airport capacity and resources. A-CDM caters for both normal and disrupted operations with the aim of increasing the efficiency of airport operations and improving the performance of the overall ATM network, by
• Reducing delays
• Improving predictability of events
• Optimizing the use of resources
An efficient ATFM /CDM and/or Airport Collaborative Decision-Making ( A-CDM) system requires accurate and up-to-date information exchange between all stakeholders for efficient coordination and management of operations.
• enhanced ATM system safety;
• increased system operational efficiency and predictability through CDM processes;
• effective management of capacity and demand through data analysis and planning;
• increased situational awareness among stakeholders and a coordinated, collaborative development and execution of operational plans;
• reduced fuel burn and operating costs;
• and effective management of irregular operations and effective mitigation of system constraints and consequences of unforeseen events;
• improved quality of air travel; increased economic development through efficient and cost-effective services to the projected increased levels of air traffic;
• reduction of aviation-related greenhouse gas emissions;
• mitigation of the effects of unforeseen events and situations of reduced capacity along with coordinating effective and rapid solutions to recover from them.
The ICAO APAC Airport and Airspace Capacity Assessment Workshop was held from 02 to 05 June in Yogyakarta, Indonesia. The Workshop was graciously hosted by the AirNav Indonesia.
The Workshop provided opportunity for collaboration and learning between the subject matter experts from EUROCONTROL and the Federal Aviation Administration (United States of America) to equip participants with the knowledge and skills needed for assessment of airport and airspace capacity.

• Module-8 Cross Border ATFM
Upon the request of host State, some modules of the workshop can be tailored to be State specific and based on real cases of host State.
