

The 17th Steering Committee Meeting (SCM) of the Asia-Pacific Flight Procedure Programme (APAC FPP) was successfully held in Bangkok, Thailand, from 11-13 November 2025. A total of 24 participants from 7 Steering Committee Members and 2 User States attended the meeting.
The FPP Coordinator presented an update on membership of Phase 5 and the progress of the ICAO APAC FPP in 2025. The Steering Committee reviewed and approved the activities and expenses for 2025, and discussed and endorsed the work plan and the annual budget for 2026. Additionally, the Steering Committee approved the amendments to the Institutional Framework and Administrative Procedures Manual (IFAPM) and endorsed the extension of the Asia-Pacific FPP into Phase 6 for a duration of 3 years. The SCM accepted with appreciation China’s indication to continue hosting the FPP in Phase 6. Furthermore, the SCM reviewed and discussed the Strategy Forward, Scope of Activities and Funding Proposals for Phase 6.
The representative from France provided a presentation titled “Analysis of QNH Inconsistencies in Approach”, which shared the results of a study on QNH errors done by French ANSP (DSNA) caused by two serious incidents in France in 2021 and 2022. FPP will incorporate the French IP on the QNH inconsistencies into its courses by having FPP instructors highlight the importance of QNH in procedures using the barometric sensors (LNAV/VNAV and RNP AR procedures).
