The 18th Meeting of the Asia-Pacific Flight Procedure Programme 
Steering Committee（FPP/SCM18）

The 18th Steering Committee Meeting (SCM) of the Asia-Pacific Flight Procedure Programme (APAC FPP) was successfully held in Seoul, Republic of Korea, from 25 to 27 May 2026. A total of 17 participants from 8 APAC FPP Members and ICAO attended the meeting.

The FPP Coordinator presented an update covering membership, seconded staff, annual contributions, current programme progress and training delivery modalities. The Steering Committee reviewed the 2026 activities and projected expenditures, then discussed and endorsed the 2027 work plan and the annual budget. In addition, the Steering Committee approved the draft FPP Programme Document – Phase VI. The FPP Coordinator also shared the results from the Post-Training Effectiveness Assessment Survey. FPP will develop corresponding action lists for possible inclusion in the FPP training courses and the next year’s IFP seminar.

A delegate from France made a presentation on the decree issued in December 2025, which requires an increase in the minima of LNAV/VNAV and RNP AR procedures by 100ft to reduce the risk of incorrect QNH settings following the incident at Paris CDG in May 2022.

The Chief of ICAO Regional Sub-Office delivered a presentation on the 2025 GBAS-SBAS Workshop, PBNICG/12 and GBAS-SBAS ITF/8. He updated the meeting on the GBAS-SBAS implementation in APAC region and shared information on available procedures and implementation guidance developed by the GBAS-SBAS ITF.
