Group Description
This CAEP task group was created in 2023 to track progress towards the achievement of the Long-Term Aspirational Goal of net-zero CO2 emissions by 2050. The methodology was delivered to the ICAO Council in 2025 and subsequently its implementation was requested by the 42nd session of the ICAO Assembly (see Resolution A42-21 Paragraph 10).
Current work
The group is tasked with implementing the LTAG Monitoring and Reporting methodology and has divided its work into four main workstreams:
Backward- and Forward-Looking Assessments– The LMR-TG is collecting data (traffic, CO2, use of SAF, LCAF and other aviation cleaner energies) on the previous performance of the sector and comparing it against previously developed trends. The group is also developing updated assessments about the future expected environmental trends of the sector.
Cost Assessments- Based on the above, LMR-TG is conducting costs assessments, associated with measures to reduce emissions (i.e., aircraft technology, operations, and cleaner aviation energy).
Impact on the Development of the Sector- Using the outcomes of the Cost Assessments, the group is assessing the impact that past and future implementation of the ICAO basket of measures has had (and will have) on the development of the sector.
Residual Carbon Mitigation Measures– Recognizing that by 2050 there will be residual CO2 emissions, the LMR-TG was also tasked with a scope study on the quantity of residual carbon emissions once all the levers from the basket of measures have been implemented. This includes cost assessments and options for mitigation.
