Regional Safety Cooperation

A number of ICAO Member States have collaborated by pooling and sharing resources, harmonizing regulations, conducting investigations to provide better aviation safety oversight or overcome challenges due to insufficient financial, technical and/or qualified human resources.

ICAO facilitates support through its cooperation platforms for:

• Regional Safety Oversight Organizations (RSOOs) and Cooperative Development of Operational Safety and Continuing Airworthiness Programmes (COSCAPs)

• Regional Accident and Incident Investigation Organizations (RAIOs)

as well as the RSOOs and RAIOs Assessment Programme (RRAP) - a voluntary programme that evaluates the qualifications and capabilities of RSOOs and RAIOs to perform specific safety oversight or investigation functions.
