Several ICAO Member States have come together to combine resources, standardize regulations, enhance accident and incident investigation capabilities and carry out investigations. This collaboration helps overcome challenges posed by limited financial, technical, and qualified human resources. These mechanisms established by States are called Regional Accident and Incident Investigation Organizations (RAIOs) assist and Investigation Cooperative Mechanisms (ICMs). They assist their member States in investigating aviation accidents and incidents, improve safety standards, and ensure the sharing of expertise and resources.
ICAO RAIO Cooperative Platform
ICAO supports States through its RAIO Cooperative Platform (RAIO CP), a collaborative arrangement to help strengthen existing RAIOs or ICMs, as well as assist in the establishment of any new RAIO or ICM so that they can be more effective and efficient in supporting their member States. The platform facilitates the sharing of experiences and best practices between existing RAIOs or ICMs, and their interfacing with ICAO.
