Regional Safety Oversight Organizations (RSOOs) play a critical role in assisting States in meeting their aviation safety oversight obligations through the collaborative sharing and pooling of resources. They provide a platform for the harmonization of regulations and guidance material, facilitating uniform compliance with requirements and the effective application of capabilities and processes to address safety oversight deficiencies.
By sharing expertise, technical capacity, and oversight functions, RSOOs help States strengthen their oversight systems and achieve more consistent compliance with international aviation standards. In doing so, they contribute to improving the effectiveness and efficiency of regional aviation safety oversight.
Despite differences in their legal form and institutional structure, all RSOOs share a common mandate, objective, and purpose. These include providing expert advisory and consultative services in the area of safety oversight, delivering technical assistance, and, where appropriate, performing safety oversight tasks and functions on behalf of their member States.
