ICAO Security Culture Toolkit and Starter Pack

Security Culture ​Toolkit

In conjunction with the ICAO AVSEC Panel’s Working Group on Training, ICAO has produced a Toolkit on Enhancing Security Culture in each of the ICAO languages.

The Toolkit explains what individuals and organizations can do to create and implement a strong and effective strong security culture, with best practices and practical actions highlighted to help achieve positive security outcomes.  This includes actions on training, leadership and vigilance.

The Toolkit covers the key elements of security culture, for example: a positive work environment for staff; staff understanding the threats to civil aviation; staff using reporting systems to record suspicious behaviour and responding to incidents; and information security with sensitive information being stored, transmitted and disposed of securely.

Security Culture Campaign Starter Pack

In conjunction with the ICAO AVSEC Panel’s Working Group on Training, ICAO has produced a Security Culture Campaign Starter Pack in each of the ICAO languages.

The Starter Pack supports the development of security awareness programmes and campaigns and provides additional insight into how individuals and organizations can implement a strong and effective security culture.  This includes guidance on how to plan and project management security culture campaigns and what means of communication to use.

The Starter Pack also provides tips on how to get leadership buy-in towards security, and the tools necessary to both implement and assess security culture over time.
