For ICAO, the promotion of a positive security culture is a priority. Indeed, a strong security culture in aviation complements any and all aviation security training that we, or any other organization, deliver, and improves the effectiveness of the measures implemented. Unless all staff within an organization are dedicated to ensuring the highest level of security and are fully aware of existing and potential threats to civil aviation, the efficacy of these measures will be greatly impacted. For this reason, all of ICAO’s aviation security training includes security culture best practices.
