Achieving the vision of a safe, secure, efficient, and sustainable international civil aviation system in South America, as set out in the SAM Regional Strategy 2035, fundamentally relies on Partnerships and Resource Mobilization. This collaboration and resource generation are recognized as a key Enabler within the ICAO Strategic Plan, necessary to address complex regional challenges such as insufficient infrastructure investment, talent retention issues, and limited market liberalization.
The SAM Collaborative Hub serves as an operational instrument to drive this strategic objective by providing transparent visibility to regional needs and promoting the Strategy. The platform aims to be an inducer of initiatives by effectively linking stakeholder needs with available resources, thereby generating synergies and strengthening coordination. This approach moves beyond traditional implementation support to accelerate implementation and increase efficiency.
To ensure the continuous modernization and effective deployment of regional priorities, we recognize that resource mobilization occurs through diverse and equally valuable channels:
Proven structures like the Regional Safety Oversight Cooperation System (SRVSOP) and the RLA/06/901 Project operate as vital conduits for coordination, capacity building, and fund execution, providing long-term regional stability.
Targeted financing and technical assistance provided directly by States (donor or recipient) or international organizations to address specific needs, such as support for Civil Aviation Master Plans (CAMP) or One-Stop Security (OSS) projects.
Direct support, expertise, and resources contributed by manufacturers, airlines, airports, and academic institutions. Essential for innovation, such as partnerships for Sustainable Aviation Fuel (SAF) feasibility studies.
By facilitating these multifaceted partnerships, the SAM Hub seeks to leverage pooled expertise and financing to achieve our collective strategic outcomes.
Below, we highlight the principal institutional frameworks and key projects that provide a foundation for resource mobilization, technical cooperation, and implementation support within the SAM Region.
The Regional Safety Oversight Cooperation System unites the region to elevate safety standards through harmonized regulations and multinational expert teams.
A seamless digital network uniting South America. The REDDIG represents a strategic enabler for modern aeronautical communications and digital infrastructure.
A technical cooperation project focused on implementing the regional air navigation plan, fostering horizontal cooperation, and training personnel.
