- Convene stakeholders to discuss and address emerging issues in the development of air cargo, identify ways of maximizing the benefits of air cargo to States and other stakeholders, and propose solutions on  identified regulatory and operational challenges to the growth and full liberalization of air cargo and e-commerce.

- To review progress towards implementation of the Lomé Declaration, identify challenges and opportunities, and agree on a roadmap for priority actions, building on the decisions of the 39th ICAO Assembly.

 Air Cargo Development Forum, 2 - 5 September 2014, Zhengzhou, China

- The Forum presented recent trends in the delivery of air cargo services and the regulatory framework to be implemented for the sustainable development of air cargo. An outlook of the challenges preventing the air cargo industry from reaching its potential were provided in relation to specific areas, such as liberalization of air cargo services, the development of an air cargo security system, the enhancement of air cargo facilitation and the air cargo hub and its value chain.

 ICAO Meeting on Air Cargo Development in Africa, 5 - 7 August 2014, Lomé, Togo

- The ICAO Meeting on Air Cargo Development in Africa presented recent trends in the delivery of air cargo services and the regulatory framework to be implemented for the sustainable development of air cargo in Africa. A synopsis of the challenges preventing the air cargo industry from reaching its potential in the region were provided in relation to specific areas, such as, liberalization of air cargo services, the enhancement of air cargo connectivity in Africa, as well as the improvement of the air cargo value chain's regulatory environment.
