Annex 1 – Personnel Licensing

Annex 1 to the Convention on International Civil Aviation provides Standards and Recommended Practices for the licensing of flight crew members (pilots, flight engineers and flight navigators), air traffic controllers, aeronautical station operators, aircraft maintenance personnel and flight dispatchers.

The human being is the vital link in operational safety but is also by nature the most flexible and variable. Annex 1 provides Standards describing the knowledge, skills, experience and training requirements necessary to build a safe and competent workforce.

The medical standards of Annex 1, in requiring periodic health examinations, serve as an early warning for possible incapacitating medical conditions that would have negative safety impacts.

Personnel Training and Licensing Panel

The Personnel Training and Licensing Panel is conducting specific studies and develop ICAO provisions related to aviation personnel training and licensing, including studies to ensure that proposed amendments to the applicable provisions reflect current and emerging requirements, improvements in training tools and technologies, new training methodologies while reviewing automation dependency and possible mitigations.
