Environmental issues featured prominently on the agenda of the 38th Session of the ICAO Assembly. The Assembly recognized ICAO’s tremendous progress in the area of environmental protection, reaffirmed its collective aspirational goals, and agreed on a comprehensive strategy to progress all elements of the basket of measures to address climate change, namely, technology, operations, alternative fuels and market-based measures (MBMs). It also set forth a very ambitious work programme for capacity building and assistance to States in the development and implementation of their action plans to reduce emissions.

The Assembly adopted the updated Consolidated statement of continuing ICAO policies and practices related to environmental protectionGeneral provisions, noise and local air quality (A38-17), and the updated Consolidated statement of continuing ICAO policies and practices related to environmental protectionClimate change (A38-18).

The outcome and possible technical tasks resulting from the 38th Session of the ICAO Assembly, including alternative fuels and market-based measures, were considered by the first CAEP Steering Group meeting of the CAEP/10 cycle, held in November 2013 in Dubai, United Arab Emirates.
