ICAO Business Plan 2026 - 2028

The ICAO Business Plan 2026–2028 is the blueprint for implementing the ICAO Strategic Plan 2026-2050, focusing on the immediate triennium to drive progress towards the long-term strategic goals. This Plan outlines how ICAO will work towards its vision of a safe, secure and sustainable international civil aviation system that connects the world for the benefit of all nations and people.

The Business Plan is operationalized by a Triennial Operating Plan (TOP) that captures projects and activities planned for the 2026-2028 triennium in order to achieve results associated with the Strategic Goals, High Priority and Supporting Enablers.  

The achievement of the Strategic Goals and their outputs are monitored through the comprehensive Performance Monitoring Framework (PMF), with KPIs and targets that are monitored and reported to the Council on an annual basis. The performance results help to make the pertinent adjustments and implement corrective actions, where needed, to enhance the achievement of results and accountability at ICAO.
