Perfect Conditions: Economic Regulation of International Air Transport Project

Addressing the Challenge

International air transport is, by its nature, a concentrated market with high entrance costs. Improving connectivity and competitiveness is a challenge that requires States to identify barriers and properly act on their removal or mitigation. This project responds to that challenge by equipping ICAO SAM Member States with the capacity to regulate international air transport more effectively, focusing on eliminating unnecessary barriers and building the conditions for a more competitive and better connected market.

Building Capacity Through Action

To this end, Perfect Conditions will deliver a set of meetings, workshops, and practical tools centered on instruments and measures that States can adopt in the economic field. These activities will provide platforms for dialogue, peer learning, and technical training, while also producing resources such as model clauses, templates, and analytical guides to support regulatory reform and the negotiation of air services agreements. An estimated budget of 100,000 USD will be required to organize the events, develop the tools, and engage expert assistance across the Region.

The expected outcome is to strengthen the capacity of States to balance liberalization with safeguards for safety, security, and fair competition. By investing in capacity-building and targeted technical support, this initiative will help reduce barriers, improve market access and efficiency, and foster greater regional integration. Ultimately, Perfect Conditions will contribute to more competitive air transport markets and enhanced connectivity, generating broad economic and social benefits in line with ICAO’s vision.
