ICAO Government Safety Inspector Operations — Air Operator Certification
DESCRIPTION
This Implementation Package (iPack) is a self-contained package assisting and guiding the Civil Aviation Authority (CAA) and their operations safety inspectors to perform certification activities for air operators. It includes relevant documentation and a training course to support these functions. A dedicated subject matter expert will work with the CAA personnel guiding their implementation efforts to achieve the objectives of this iPack. The level of progress made against each iPack objective depends on the availability of authority’s resources to perform the work.
GOAL
The goal of this iPack is to assist and guide civil aviation authorities, and their operations safety inspectors, with attaining the competencies required to conduct certification and oversight activities for air operators.
OBJECTIVES
Following the successful deployment of this iPack, CAA safety inspectors with operations certification and oversight responsibilities for air operators will be better equipped to:
- evaluate prospective Operators Pre-assessment Statement forms for acceptability;
- conduct an in-depth evaluation of an Operations Manual;
- evaluate an operator’s training programme;
- evaluate an operator’s Cabin Attendant Manual;
- evaluate an operator’s Aircraft Operating Manual;
- evaluate a mock operator’s proposed Minimum Equipment List (MEL) and Configuration Design List (CDL);
- evaluate an operator’s Aircraft Loading and Handling Manual;
- evaluate the results of an inspector’s main base inspection for acceptability and determine inspector actions; and
- complete an operator’s certificate and Standard Operating Procedures (SOPs) and identify items that must be included in the certification report.
TARGET AUDIENCE
The target audience of this iPack comprises Government safety inspectors (GSI) and CAA operations inspectors.
COMPONENTS
Expertise:
- Dedicated subject matter expert, for a duration of 15 workdays over a period of three months, providing remote technical assistance to achieve the objectives of the iPack.
Training:
- ICAO Government Safety Inspector Operations – Air Operator Certification – virtual course for 12 participants for a duration of 15 days.
