Enhance Cross-Border Transferability Processes

This Implementation Package (iPack) is a self-contained package assisting and guiding the civil aviation authority (CAA) to implement and maintain the regulatory framework, administrative processes and documentation for the cross-border transfers (XBTs) of aircraft. It includes relevant documentation, a training course, and workshop to support these functions. Dedicated subject matter experts will work with the CAA personnel guiding their implementation efforts to achieve the objectives of this iPack. The level of progress made against each iPack objective depends on the availability of authority’s resources to perform the work.

GOAL

The goal of this iPack is to assist and guide civil aviation authorities (CAAs) in adopting and implementing the XBT processes consistent with the provisions of the Chicago Convention, Annex 7 — Aircraft Nationality and Registration Marks and Annex 8 – Airworthiness of Aircraft as well as best practices established by the Aviation Working Group.

OBJECTIVES

With the successful deployment of this iPack, CAAs are better equipped to:

1. review, update and/or develop regulations and processes that institutionalize the XBT best practices;
2. review, update and/or develop regulations and processes as may be necessary to assure ongoing compliance with the State’s obligations under applicable conventions;
3. review their existing XBT processes and actual past XBTs to spot opportunities for using checklists, delegation of tasks and other XBT process tools to prevent future delays and interruptions in XBTs;
4. use post-XBT analysis to identify any delays, interruptions or other issues and develop ways to avoid reoccurrences; and
5. establish an efficient register containing nationality and registration marks as per Annex 7.

TARGET AUDIENCE

The target audience of this iPack comprises personnel from CAAs involved in:

1. aircraft registration and de-registration;
2. safety determinations related to aircraft registration, de-registration or export; and
3. legal processes.

COMPONENTS

• Expertise:
  • Dedicated subject matter expert(s), for a duration of 20 workdays over a period of 3 months, providing remote technical assistance to achieve the objectives of the iPack.
• Training:
  • Cross-Border Transferability (XBT EN) – online course for 10 participants for a duration of 5 hours.
  • Compliance with CTC – virtual workshop for 10 participants for a duration of 5 hours.
• Documents:
  • Relevant ICAO and AWG documents
  • Other relevant documents

DEPLOYMENT MODUS

Up to three CAAs may participate simultaneously in the iPack activities. They will determine among themselves how many of the 20 workdays will be used by each CAA alone versus jointly with one or more of the other participating CAAs. It is likely that different SMEs will provide assistance related to CTC-related matters versus purely XBT-related matters. Each participating CAA will have the option to reserve one of the 20 workdays for SME remote support in a subsequent post-XBT analysis.

At an additional cost, the expert(s) may work partially or fully on-site.
