Assistance to Aircraft Accident Victims and their Families

This Implementation Package (iPack) is a self-contained package aimed at assisting and guiding State authorities such as ministries of aviation, transport, disaster management, foreign affairs, interior, IT and their agencies, in the implementation of the ICAO Policy on Assistance to Aircraft Accident Victim and their Families (AAAVF). It focuses on developing the National Family Assistance Plan, and way forward to implement this policy as prescribed in ICAO Doc 9998 and Doc 9973.

It includes relevant documentation, tools, and a virtual classroom course to build capacities for the implementation of all technical, organizational and administrative arrangements necessary for developing and implementing the National Family Assistance Plan with the active involvement of key stakeholders, the government, air operators, airport operators and third parties.

A dedicated expert will work with the designated stakeholders, providing guidance in their implementation efforts to achieve the objectives of the iPack. The level of progress made in achieving each iPack objective depends on the availability of States’ resources to perform the work.

GOAL

The goal of this iPack is to assist and guide designated authorities in the implementation of the six key factors of the National Family Assistance Plan in line with ICAO Policy:

• recipients of family assistance;
• when family assistance should be provided;
• family assistance providers;
• periodic review and exercise of the plan; and
• enactment of legislation, regulations and /or policies necessary to implement the plan.

OBJECTIVES

After having successfully deployed this iPack, the designated authority and associated stakeholders will be better equipped to meet the objectives of this iPack, which are to:

1. develop or revise the national Family Assistance Plan;
2. evaluate station specific facilities and arrangements on family assistance;
3. conduct training courses for familiarizing the team members with their roles in the national Family Assistance Plan;
4. deliver workshops and exercises to assess the adequacy of the plan and team composition; and
5. establish a web-based family assistance management system with a mobile application to handle all communication in an effective and timely manner.

TARGET AUDIENCE

The target audience of this iPack comprises State authorities such ministries of aviation, transport, disaster management, foreign affairs, interior, and their agencies responsible for the implementation of the ICAO Policy on AAAVF.

COMPONENTS

Expertise:

• A dedicated AAAVF subject matter expert for a duration of 20 workdays over a period of three months, providing remote technical assistance to achieve the objectives of the iPack.

Training:

• Assistance to Aircraft Accident Victims and their Families – Virtual Classroom Course for 12 participants for a duration of four days.
