APAC Gender Equality Indicators
Introduction
The ICAO Gender Equality Programme responds to Assembly Resolution A41-26, "ICAO Gender Equality Programme: promoting the participation of women in the global aviation sector". In this Resolution, the Assembly requested the ICAO Secretary-General to report annually to the Council on the measures implemented and the progress being made in promoting gender equality at all levels of staff categories in the Secretariat and on aviation gender equality statistics, to the extent that they are provided on a voluntary basis, in States and the international aviation industry. The ICAO Gender Equality Programme aims to facilitate and coordinate targeted activities, programmes and projects to enable progress toward the aspirational goal of gender equality by 2030, especially the attainment of greater gender representation within ICAO, States and the global aviation sector.
To meet these objectives, the ICAO APAC Office has consistently worked towards encouraging women's participation in several regional activities and the empowerment of women professionals in the aviation sector. Various ICAO Conference of Directors General of Civil Aviation in the Asia and Pacific Region have shown their commitment to achieving gender equality in the APAC region. For instance, the 58th Conference of Directors General of Civil Aviation Asia and Pacific Region held in Dhaka, Bangladesh from 15 – 19 October 2023 was held under the theme of "Promoting ICAO Gender Equality Programme in Conjunction with Next Generation of Aviation Professionals (NGAP) Initiative". In addition, the 59th Conference of Directors General of Civil Aviation Asia and Pacific Region, which was held under the theme of "Shaping the Future of Aviation: Sustainable, Resilient and Inclusive," acknowledged the important role of improving gender equality for the future of the sector.
Furthermore, the Ministers from the Asia and Pacific States responsible for Civil Aviation met in New Delhi, India, from 11-12 September 2024, on the occasion of the 2nd Asia Pacific Ministerial Conference on Civil Aviation and the 80th anniversary of the Convention on International Civil Aviation (Chicago Convention), organized by the International Civil Aviation Organization (ICAO), to reaffirm the obligations as the Contracting States to the Chicago Convention signed on 7 December 1944 to ensure the safety, security, efficiency and continuity of civil aviation. They adopted the Asia and Pacific Ministerial Declaration on Civil Aviation (Delhi), of which Gender Equality is one of the commitments.
Problem Statement
Although gender equality is one of the highest priorities for APAC States/Administrations, there are ambiguities in measuring the progress of this key priority. From time to time, requests have been received to share a list of key indicators that support states in measuring the implementation of gender equality in their States/Administrations. This document compiles some of the key indicators that can be used to calculate the implementation of gender equality in APAC States/Administrations.

Some of the key questions that can support States to measure the implementation of gender equality in aviation are as follows:
