RASG-APAC

About
Regional Aviation Safety Group – Asia Pacific (RASG-APAC)

Establishment

The Regional Aviation Safety Group – Asia Pacific (RASG-APAC) was established by the Council of ICAO, consistent with the Planning and Implementation Regional Group (PIRG) mechanism. The group convenes as required, typically concurrent with the Conference of Directors General of Civil Aviation (DGCA) for the Asia and Pacific Regions.

Objectives and Work Programme

In alignment with the Terms of Reference, RASG-APAC supports a performance-based safety system by analyzing regional hazards and reviewing action plans to mitigate risks. The group facilitates the sharing of safety data and experiences among stakeholders, ensuring that regional activities are coordinated to avoid duplication of effort. By encouraging collaboration and resource sharing between States and Industry, RASG-APAC maintains a data-driven work programme where priorities are determined through a rigorous risk analysis process to ensure a coherent regional safety framework.

Membership and Collaboration

The following entities are recognized as members and partners:

  • Member States & Territories: All ICAO Contracting States and recognized Territories within the Asia and Pacific Regions, or those providing facilities and services affecting the area.

  • International & Industry Partners: International and regional aviation organizations, including aircraft operators, MROs, manufacturers, airport and air navigation service providers (ANSPs), and professional associations for pilots and aviation staff.

  • Regional Organizations: Entities providing safety and investigation support, including Regional Safety Oversight Organizations (RSOOs), COSCAPs, and Regional Accident and Incident Investigation Organizations (RAIOs) within the region.

Structure and Organization

To achieve its mandate, RASG-APAC utilizes a specialized subsidiary structure that continuously performs the technical work.

  • APRAST (Asia Pacific Regional Aviation Safety Team): The primary objective of APRAST is to identify and recommend data-driven safety interventions that reduce aviation risks across the Asia-Pacific region. By collaborating with regulators and industry partners, the team harmonizes global best practices with local safety trends to implement effective, safety improvements. APRAST is supported by specialized working groups (OPS, ORG and SRP)
  • APAC-AIG (Asia Pacific Accident Investigation Group): A specialized group focused on strengthening regional accident and incident investigation capabilities in accordance with ICAO Annex 13. The work of APAC-AIG is supported by APAC AIG Expert Group (APAC AIG EG).

Chairmanship

In accordance with the Terms of Reference, the RASG-APAC Chairmanship is composed of:

  • 1 Chairperson: Elected from Member State Representatives (3-year term).
  • 1 Vice-Chairperson: Elected from Member State Representatives (3-year term).
