Purpose
The Asia and Pacific Regions Investigation Cooperation Mechanism (ICM) relating to Civil Aviation Accident/Incident Investigation is established to strengthen, promote, and develop cooperation among Accident Investigation Authorities (AIAs) in the Asia and Pacific (APAC) Region.
Originating as the APAC-AIG Code of Conduct (CoC), this collaboration has progressed into a recognized regional framework - the Investigation Cooperation Mechanism (ICM), aligning the APAC region with ICAO global standards for investigative cooperation.
Objectives
Its primary goal is to enhance aviation safety by facilitating mutual assistance in accordance with ICAO Annex 13, including:
Expertise Sharing: Offering manpower, facilities, and equipment.
Investigator Training: Inviting partners to specialist courses and on-site attachments as observers.
Technical Advice: Providing guidance on report drafting, crisis management, and communication.
Resource Access: Sharing specialized expertise in flight recorders, human performance, and engineering.
Participation & Membership
Membership: Open to all authorities responsible for aircraft accident investigation in the APAC Regions. The subscription can be done using the ICM Response Form below.
Withdrawal: Requires three months' written notice to RASG-APAC.
