About the Assembly
The ICAO Assembly is the Organization’s sovereign body. It meets at least once every three years and is convened by ICAO’s governing body, the Council.
In light of the entry into force of the Protocol Relating to an Amendment to the Convention on International Civil Aviation [Article 50 (a)], signed at Montréal on 6 October 2016 (Doc 10077), on 12 June 2026, thereby increasing the membership of the Council from 36 to 40 Contracting States, the purpose of the 43rd Session (Extraordinary) of the ICAO Assembly will be to elect four additional Council Members.
The meeting is open to all Member States, with each Member State is entitled to one vote. In accordance with Rule 54 of the Standing Rules of Procedure of the Assembly, each Contracting State which intends to stand for election to the Council may at any time so inform, in writing, the Secretary General who shall, at the opening of the Session, publish a list showing the names of all the States which have so notified him. The list shall serve the purpose of information only.
Representatives of non-Member States, Palestine and international organizations, as invited by the Council, may participate in the meeting with observer status.
