Project Goal :

The objective of this Implementation Package (iPack) is to facilitate and guide civil aviation authorities and/or aerodrome operators in applying Annex 14 and other relevant ICAO provisions, to ensure safety, regularity and efficiency of aerodrome operations after a partial or full aerodrome closure due to the COVID-19 pandemic. The total duration of this iPack is 10 working days over a three-month period.

Project Achievements :

After having successfully deployed this iPack, civil aviation authorities and/or aerodrome operators are better equipped to review the conditions of aerodrome infrastructure, the procedures relating to aerodrome operations, the status of aerodrome certification and compliance, the coordination and collaboration processes required at an aerodrome, and aerodrome related human resources, competency and training requirements, and initiate actions, as necessary, to ensure a safe and seamless restart of aerodromes.

The objective of this Implementation Package (iPack) is to support ICAO Member States that are in need of assistance to build and strengthen their ability to meet obligations for civil aviation security under the Convention on International Civil Aviation and to facilitate and guide appropriate aviation security authorities monitoring the implementation of measures to protect civil aviation against acts of unlawful interference during the COVID-19 pandemic. The total duration of this iPack is 15 working days over a three-month period.

Project Achievements :

After having successfully deployed this iPack, aviation security authorities and other relevant entities in charge of overseeing the implementation of security measures and drafting national regulations and/or procedures for implementing Annex 17 provisions are better equipped to improve the State’s capability to apply risk management principles and manage aviation security risks during the COVID-19 pandemic; update the State’s quality control programme and procedures to reflect the national documentation that may have been amended by issuing temporary directives due to the COVID-19 pandemic; improve strategies for planning and conducting aviation security monitoring activities using a risk-based approach; and develop and implement quality control tools to assist in strengthening their aviation security system during the COVID-19 pandemic.

The objective of this Implementation Package (iPack) is to support ICAO Member States that are in need of assistance to build and strengthen their ability to meet obligations for civil aviation security under the Convention on International Civil Aviation and to facilitate and guide appropriate aviation security authorities monitoring the implementation of measures to protect civil aviation against acts of unlawful interference during the COVID-19 pandemic. The total duration of this iPack is 15 working days over a three-month period.

Project Achievements :

After having successfully deployed this iPack, aviation security authorities and other relevant entities in charge of overseeing the implementation of security measures and drafting national regulations and/or procedures for implementing Annex 17 provisions are better equipped to improve the State’s capability to apply risk management principles and manage aviation security risks during the COVID-19 pandemic; update the State’s quality control programme and procedures to reflect the national documentation that may have been amended by issuing temporary directives due to the COVID-19 pandemic; improve strategies for planning and conducting aviation security monitoring activities using a risk-based approach; and develop and implement quality control tools to assist in strengthening their aviation security system during the COVID-19 pandemic.

Implementation Package (iPack) - Developing a National Aviation Safety Plan (NASP)

Project Goal :

The objective of this Implementation Package (iPack) is to assist and guide civil aviation authorities in developing a NASP that contains a strategy that best addresses their safety issues, through training and detailed guidance. It emphasizes the importance of including key elements in a NASP; the development of a clear action plan (i.e. a roadmap); and collaboration among stakeholders internally in the State, regionally and with the industry. The same process is applied to the development of a regional aviation safety plan (RASP). The total duration of this iPack is 20 working days over a three-month period.

Project Achievements :

After having successfully deployed this iPack, civil aviation authorities/regional safety oversight organizations are better equipped to create an internal group (within the State) to develop the NASP, involving all the State's key stakeholders (civil aviation authorities, accident investigation board, industry representation, etc.); understand applicable provisions, namely Global Aviation Safety Plan (Doc 10004), Manual on the Development of Regional and National Aviation Safety Plans (Doc 10131), and Regional and National Aviation Safety Plan Checklists (Cir 358); conduct a self-assessment, using existing ICAO tools (such as the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP-CMA) Online Framework (OLF) and Integrated Safety Trend Analysis and Reporting System (IStars)) to analyse safety deficiencies at their State, and to identify organizational issues, operational safety risks, and emerging issues; conduct a gap analysis to identify relevant safety enhancement initiatives (SEIs), using the ICAO global aviation safety roadmap; identify the relevant global aviation safety plan (GASP) and regional aviation safety plan (RASP) goals and targets and understand how to adapt them to a national level; set national goals, targets and indicators related to aviation safety, as the basis for the national strategy; develop an action plan to meet the goals and targets, including a list of prioritized SEIs; publish a NASP, in line with the respective RASP and the latest edition of the GASP; and implement a process to monitor implementation of SEIs, and achievement of national goals and targets in NASP.

The objective of this Implementation Package (iPack) is to facilitate and guide civil aviation authorities in applying safety risk management principles to improve decision-making to address COVID-19 challenges and support safe aircraft operations. Project Achievements :

After the successful deployment of this iPack, the participating civil aviation authorities are better equipped to improve the effectiveness of remote collaboration, coordination and communication among the stakeholders involved in addressing the pandemic; improve the use of safety data and information to support decision-making for the restart of aviation activities; increase its capability to assess the priorities during the COVID-19 pandemic and plan for the restart of aviation operations; increase the State's capability to appropriately apply safety risk mitigations; improve strategies for planning and conducting surveillance using a risk-based approach; and achieve progress in the implementation and maturity of the State Safety Programme (SSP).
