Progress on ICAO's Strategic Objectives — Environmental Protection — Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)

Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)

The first edition of the ICAO document CORSIA States for Chapter 3 State Pairs was published and the annual update of the ICAO CORSIA CO2 Estimation and Reporting Tool (CERT) was released. ICAO documents related to CORSIA Eligible Fuels, were completed with the publication of “CORSIA Approved Sustainability Certification Schemes”. The first edition of ICAO document “CORSIA Eligible Emissions Units” was approved by the Council in March 2020, based on the recommendations from the first assessment cycle of the Council’s Technical Advisory Body (TAB). In November 2020, Council approved an updated version of the ICAO document, following the TAB’s second assessment cycle. Details and more information on TAB assessment is available on the ICAO CORSIA public website.

Under the CORSIA Central Registry (CCR) ICAO documents “CORSIA Aeroplane Operator to State Attributions” and “CORSIA Central Registry (CCR): Information and Data for Transparency” were updated and published on the ICAO CORSIA public website following their approval by the Council.

In April, CORSIA focal points were trained on how to use the CCR to submit CORSIA-specific information and data to ICAO. The Secretariat launched the CCR in May and started providing access to States in June 2020.

In 2020, 166 States were given access to the CCR and 233 user accounts were created. Regarding the submission of 2019 CO2 emissions data from States to ICAO through the CCR, as of 31 December, the Secretariat received reports from 90 States for a total amount of 529 Mtonnes of CO2.

To facilitate the verification of 2019 CO2 emissions reports, an online webinar and guidance for States and Verification Bodies was offered. The Secretariat finalized the MOU and started the implementation of the cooperation with the International Accreditation Forum (IAF) on training activities and exchange of information regarding CORSIA verification.
