Revenue Generating Activities



In 2020, Ancillary Revenue Generation Fund (ARGF) revenue-generating activities successfully met obligations to support contributions to the Regular Programme Budget and the funding of posts throughout the Organization.


Printing and Distribution Services: Cancellation of in-person classroom training sessions impacted the printing of training materials, which represents 30 to 35 per cent of external revenues. Cost reduction measures, including inventory reduction, staff reduction and deferred equipment acquisition, were implemented to mitigate revenue losses. Key ICAO publications were printed in-house to reduce external printing costs.


Publications and Digital Content Sales: Revenues generated from the sale of ICAO publications were approximately 18 per cent below the original 2020 budgeted target. Nonetheless, revenue from the sale of digital publications continued to grow, accounting for more than 20 per cent of publications sales in 2020.


Periodicals: Print periodicals have migrated to digital only.


Events: The cancellation of all ICAO in-person events in 2020 had a drastic impact on event revenues. The cancellation of some events and transition of certain events to a virtual model provided minor revenues (less than 10 per cent of budgeted 2020 revenues).


Licensing: With the 2020 loss of ICAO events, sales efforts were shifted to products such as data licensing. As a result, licensing revenues exceeded budgeted targets. All existing licensing agreements were maintained and in some cases expanded. Consequently, new licensing agreements were negotiated.


New Products: ICAO TV was launched to provide online access to video content and disseminate critical ICAO information. It exceeded first year revenue targets.


Marketing of ICAO Products and Services: A new email marketing platform centralized email marketing, bringing about efficiencies for ICAO and aligning ICAO with best practices and frameworks such as General Data Protection Regulation (GDPR).
