Common Aeronautical Virtual Private Network (CRV)

Background

The CRV is an Asia-Pacific aeronautical network for Asia-Pacific and Middle East ICAO Members. A wholly dependable and reliable communications infrastructure for aeronautical communications, enabling the global roadmap (ASBU B0-FICE, B0-NOPS, VoIP and B1-SWIM modules).

The network utilizes PCCW Global's worldwide MPLS network to provide secure connectivity between ANSPs for the purposes of:

• Ground to Ground Voice Communications
• AFTN/AMHS Data
• ADS-B data sharing
• Future SWIM connectivity
• Other technologies and services as agreed

There are also services available to be consumed via the CRV network. At present these are:

• Aireon Space Based ADS-B
• PCCW IWXXM

CRV is managed by the Operations Group, made up of member ANSPs.

How to Join or Provide a Service ?

• If you are proposing the provision of a service be added to the CRV, please liaise through your sponsoring ANSP.

CRV II Request for Information:

Dear Service Providers:

The current contract for Common aeRonautical Virtual Private Network (CRV) is scheduled to expire by 31 December 2028. The current CRV network comprises 26 users as of March 2025, with IP data and voice services over a Multi-Protocol Label Switching (MPLS) Virtual Private Network. The CRV vendor provides and maintains its equipment at users' facilities and is responsible for local telecommunication tail circuits for network access.

The Asia and Pacific (APAC) Regional Office of the International Civil Aviation Organization (ICAO) is issuing this Request For Information (RFI) document on behalf of the Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) – Communication/Navigation/Surveillance Sub-Group (CNS SG) – Aeronautical Communication Service (ACS) - Implementation Co-ordination Group (ACSICG) – Common aeRonautical Virtual Private Network Operations Group (CRV OG), which is the formal technical entity representing Asia Pacific member States/Organizations.

Based on responses to this RFI, a Request for Proposal (RFP) under a tendering procurement process may be issued. In such case, ICAO, in support of the CRV OG, will assist in the tender procurement process to select a Service Provider and negotiate terms for a maximum of 10 years, optionally - a minimum of 5 years with the possibility of up to five yearly extensions, or any other combination. Contract reviews will be held annually.

Prospective service providers interested in responding to this RFI are asked to refer to the given Annex B and follow the instructions herein.  A deadline for the submission of RFI Response is scheduled for 30 June 2025.  Prospective providers will be requested to provide a presentation on 27 October 2025, with a draft of this presentation to be provided by 15 August 2025.  The RFI documentation is posted on UNGM (www.ungm.org) under the number ICAO/00371 with the title 'Common aeRonautical Virtual Private Network (CRV)- II'.
