The primary objective of the Implementation Support and Development Section - Security is to support ICAO Contracting States in resolving significant security deficiencies identified through the ICAO Aviation Security Audit Programme (USAP), and to assist them in their efforts to implement Standards and Recommended Practices of Annex 9 and Annex 17. ISD-SEC support thus enables Member States to meet their aviation security obligations through the promotion of partnerships and coordination of assistance between Member States, industry, international financial institutions and various other stakeholders.

 

The mandate for the ICAO Implementation Support and Development – Security Programme (ISD-SEC) was determined by the 40th Session of the ICAO Assembly through Resolution A40-11 (Consolidated statement on continuing ICAO policies related to aviation security) and A40-12 (Declaration on aviation security — affirming global commitment to strengthening implementation).
 

ISD-SEC accomplishes its objective through the development, organization and coordination of relevant seminars, workshops, and assistance projects, as well as through a robust aviation security training programme.
 

In terms of training, ISD-SEC provides support to regional, sub-regional and national security training efforts by overseeing the development of appropriate training packages and providing support  to ICAO endorsed training centres in the development and delivery of training programmes. As part of these efforts ISD provides oversight functions to  the Aviation Security Training Centres (ASTCs) and the Aviation Security Training Packages (ASTPs).
