
The ICAO Council, at the third meeting of its 232nd Session on 10 June 2024 approved the Second Edition of the Global Aviation Security Plan (GASeP) (Doc 10118).
This Second Edition of the GASeP has been developed as a strategic document to guide States, industry, and ICAO in their efforts to enhance aviation security. The Plan was updated to ensure it continues to be fit for purpose, and an invaluable framework for all stakeholders in advancing aviation security while supporting efforts to raise the profile of aviation security at the political level.
The Plan reaffirms the Aspirational Goal to achieve and sustain a strong global aviation security system that is underpinned by full and effective implementation of ICAO aviation security Standards in all Member States.
Progress towards this goal is being continuously tracked through the ICAO Universal Security Audit Programme-Continuous Monitoring Approach (USAP-CMA), with the following global milestones:

In pursuit of the Aspirational Goal, the GASeP highlights the following six Global Priority Areas on which States, industry, and other stakeholders may focus their efforts, and which are of equal importance.

The GASeP calls for a strong expression of political will from States and industry to continue collaborating through ICAO, and to deliver outcomes at the national, regional and global levels to ensure the progressive improvement of aviation security. States and industry are highly encouraged to share experiences annually, including successes, challenges and lessons learned, with a view to accelerating the achievement of the GASeP aspirational goal.
For ICAO and Member States to help build and sustain action for the GASeP over time, focus is needed on strategic messaging and outreach so that the aviation community can have a sense of ownership, take action and bring progressive improvements. Therefore, it is important that ICAO, States, industry and stakeholders can communicate about the GASeP effectively and strategically, as this helps ensure coherence and consistency of efforts, and achieve the following objectives:
All States have a role to play in aligning their aviation security priorities with the GASeP in close collaboration with other stakeholders. In this context, effective communication and outreach activities help ensure a common and unified understanding of the aims, objectives, aspirational goal and global priorities of the GASeP. Since the coming into effect of the Second Edition of the GASeP, outreach efforts have taken place to promote it, including the international roundtable discussion events on 7 November 2024 in Dubai, United Arab Emirates, and another that took place during the ICAO Security Week 2024 on 10 December 2024 in Muscat, Oman. As these events served as a useful and effective platform for collaboration and dialogue on the new GASeP, and on advancing aviation security, similar events will be planned in due course.
Since the launch of GASeP, ICAO’s regional offices have actively supported its implementation through:
• Pre and post audit assistance to States
• Targeted training and workshops
• Regional symposiums and seminars
Development and update of regional roadmaps
• Promoting collaboration and regional initiatives
• Expert input on State-specific projects
• Capacity-building efforts
Progress towards the GASeP Aspirational Goal
In September 2025, 46% of States globally are reaching of surpassing 75% EI of ICAO aviation security standards. The following map provides a regional breakdown, indicating the % of States reaching or surpassing 75%.
