
ICAO’s Implementation Support services oversee the full cycle of Capacity Development and Implementation Projects, including identification, planning, development, execution, monitoring, reporting, and closure. These services help States define tailored solutions across the civil aviation sector and ensure projects and technical cooperation activities are delivered on time and within budget.
ICAO works with Member States as well as non-State entities in the international aviation community. This includes national authorities, regional and international organizations, development agencies, industry stakeholders, and academic institutions. The objective is to build and strengthen technical capacity and support the safe, secure, and sustainable development of civil aviation.
Projects are designed to be flexible in scope and financing. Most projects are funded through tailored agreements with Member States, with flexibility based on complexity and donor contributions. ICAO supports States in mobilizing voluntary contributions from international donors to enhance civil aviation systems and capacity.
Services range from reviewing the structure of national civil aviation institutions to supporting airport infrastructure and operations. ICAO also provides remedial assistance in response to Universal Safety Oversight Audit Programme (USOAP) and Universal Security Audit Programme (USAP) findings, helping States ensure their operations are safe, secure, and compliant with international standards and recommended practices.
Support for ICAO audit preparation and follow-up, implementation of SARPs and safety programmes, development of procedures and manuals, and delivery of training and on-the-job assistance.
Assistance with civil aviation master plans, airport and air navigation development plans, as well as safety, security, and cargo security planning.
Expertise in airspace and procedure design, performance-based navigation, air navigation planning, provision of communication, navigation, surveillance, meteorological systems, and ATC training.
Studies, planning, design, and supervision of airport development and construction, including equipment provision and aerodrome certification.
Guidance on national aviation policies, forecasting, regulatory reviews, privatization, concessions, and charges for airports and airspace use.
Implementation of environmental measures, State action plans, noise reduction, environmental impact studies, and ATM environmental assessments.
Support for the ICAO TRIP Strategy, including identity management, machine-readable travel documents, inspection systems, and interoperable applications.
Assistance with passport issuance, verification, and related equipment acquisition.
Audit assistance, State security plan development, implementation of the Global Aviation Security Plan, provision of security equipment, and cybersecurity support.
