TCB’s Field Personnel Section (FPS) recruited and deployed 362 international field experts and consultants (249 for technical cooperation projects which included 103 for field operations and 143 for procurement, zero for technical assistance projects, 113 for Global Aviation Training (GAT), and three for the ICAO Programme for Aviation Volunteers (IPAV)). Of the 362 recruited and deployed field experts and consultants, 340 were male (94%) and 22 were female (6%). In addition, there were 48 international field experts and consultants whose contracts were carried over from 2018 to 2019, and 617 national project personnel who were serving as at 31 December 2019.

 

In summary, FPS administered a total of 1 027 field experts in 2019 (410 international experts and 617 local personnel). These experts served as advisers to national civil aviation administrations, as instructors at training centres or on the job, and, where States lacked the capabilities, as executive personnel providing governments with operational and administrative services, including safety inspections.

 

It is important to note that a total of 440 recruitment requests were raised and processed in 2019, compared to 511 in 2018 (16% less than last year’s total number of recruitment requests), out of which:

 

  • 362 recruitments were completed;
  • 28 recruitment requests were pending completion and were therefore carried over to 2020; and
  • 50 recruitment requests were cancelled before the finalization of the process.

Following a gradual and consistent increase in the number of internationally recruited experts over the previous five year period, a slight decrease was recorded in 2019, as illustrated in Figure 2 above. The reported decrease has a correlation and directly corresponds with the decrease in the number of recruitment requests initiated in the two reporting years i.e. from 511 in 2018 to 440 in 2019, which translates to 16% less demand for support from the States in 2019.

 

TCB continued to ensure effective quality management of human resources by providing administrative support services to experts deployed to the field. This includes the administration of contracts, salaries, benefits and entitlements facilitating TCB’s retention of field personnel.

During the reporting period, TCB administered a total of 1 247 contracts for locally recruited personnel, out of which 630 were separated during the year, leaving the total number of local personnel at 617 for 2019.

 

Field service experts have continued to contribute to the achievement of ICAO’s Strategic Objectives by providing capacity-building support and knowledge transfer to support the implementation of ICAO’s Standards and Recommended Practices for a safe and secure global aviation system.
