Technical Cooperation and Assistance Projects (TCB)


There were 14 national and two regional technical cooperation projects related to the improvement of aviation security and facilitation systems active in 2015.


Africa-Indian Ocean (AFI) Region


•​ ​Undertaking of a gap assessment in one State for the implementation of the aviation security programme;
•​ ​Review and amendment of aviation security regulations of one State; and
​• ​Assistance to one State in the implementation of an ePassport project.


Asia and Pacific (APAC) Region 


​•​ Assistance to one State in the development and delivery of an Airport Terminal Management (Annex 9) course;
​•​ ​Continued assistance to 24 States and Special Administrative Regions (SARs) in the field of Aviation Security (AVSEC) through the regional Cooperative Aviation Security Programme (CASP), including technical assistance to Member States and administrations with rectification of deficiencies identified in the Universal Security Audit Programme (USAP) and other aviation security-related findings, and in the revision of their National Civil Aviation Security Programmes (NCASP);
•​​ ​Undertaking of missions to two States for the rectification of deficiencies identified through the USAP audit and other aviation security-related findings;
•​​ ​Continued assistance in the implementation of aviation security quality controls in six States; and
​•​ ​Undertaking of the annual technical and operational meeting (ATOM) of the CASP-AP to enhance communication and collaboration between member States and Administrations on international aviation security matters.

 Caribbean and South American (CAR/SAM) Region 


​​• ​Continued assistance to one State in the maintenance of tomographic equipment;
​​• ​Continued enhancement of dual access control system security equipment for one State;
​​• ​Implementation of an ePassport system for the improvement of border control and passenger facilitation in one State; and
​​• ​Assistance to two States in the operation and management of baggage handling systems (BHS).

 Europe and Middle East (EUR/MID) Region


​​•​ ​Review and amendment of the National Civil Aviation Security Programme (NCASP) for one State;
​​•​ ​Establishment of an Airport Security Programme (ASP) for one State;
​​•​ ​Assessment of security personnel training and training plans of one State; and
​​•​ ​Assessment of the effectiveness of aviation security controls and development of subsequent mitigation measures for one State.

There were no national or regional technical assistance projects related to security and facilitation active in 2015.
