Monitoring and Assistance Review Board (MARB)

 

States identified as having one or more significant safety concerns (SSCs) through the ICAO Universal Safety Oversight Audit Programme (USOAP), significant security concerns (SSeCs) through the Universal Security Audit Programme (USAP), and States not responding to the ICAO monitoring or assistance process are the object of monitoring activities. The Monitoring and Assistance Review Board (MARB) continued to evaluate the effectiveness and efficiency of this monitoring in 2015. The MARB also identified, coordinated and validated assistance activities and other courses of action taken or to be taken by ICAO (or other partners) to improve the safety and/or security situation in these referred States. The MARB held three meetings in 2015, and a progress report was presented to the Council during its 206th Session. As of 31 December, a total of 13 States had been referred to the Board for safety reasons, whilst six were referred for security reasons.
