SAFETY PERFORMANCE MEASUREMENT (SPM) OF THE AVIATION SAFETY PLANS
The Manual on Monitoring Implementation of Regional and National Aviation Safety Plans (Doc 10162) provides States with guidance to define a process for measuring safety performance related to their national aviation safety plans (NASPs), and to assess implementation and effectiveness. It addresses aspects related to safety performance measurement of the plans, including the use of GASP indicators in the context of a NASP.
The manual provides guidance for the transition from the planning phase of a NASP to the post-publication monitoring process and the role of stakeholders. It includes detailed guidance for the development of progress reports on the implementation of a NASP, and its related action plan. The manual also contains guidelines for the review of existing goals and targets, for a State updating its existing NASP.
The manual provides guidance on how to gather the necessary data and how to measure each NASP indicator. A GASP Indicator Form was developed for each indicator, contained in the latest edition of the GASP, to ensure the collection of consistent, reliable data that supports the monitoring of NASP implementation.
