The national aviation safety plan (NASP) is the master planning document containing the strategic direction of a State for the management of aviation safety for a set period. This plan lists national safety issues, sets national aviation safety goals and targets, and presents a series of safety enhancement initiatives (SEIs) to achieve those goals and targets. The ICAO NASP library houses existing NASPs published by States.
To assist States in developing their developing their NASP, ICAO published the Manual on the Development of Regional and National Aviation Safety Plans (Doc 10131). It addresses different aspects that a State should consider when developing or modifying its NASP, to implement a plan consistent with the GASP and the corresponding RASP.

Doc 10131 presents a template which States can use to develop their plan. It also provides a NASP Checklist for a State to verify that its NASP, when being developed or modified, is complete and consistent with the GASP and the corresponding RASP.
