Resource Mobilization

ICAO’s resource mobilization strategy supports States and organizations in securing the funding needed to strengthen civil aviation systems. The strategy aims to provide access to quality, flexible resources from a broad range of donors to advance ICAO’s Strategic Objectives at the regional, national, and global levels.

In addition to traditional Member State contributions, ICAO works to expand the donor base to include development banks, foundations, and other partners. This diversified approach increases opportunities to fund projects aligned with global aviation plans and activities.
