The ICAO Master List and ICAO Health Master List
This page provides the possibility to download the ICAO Master List (CSCA public key certificates for the authentication of Electronic Machine Readable Travel Documents) and the ICAO Health Master List (public key certificates for the authentication of Electronic Health Proofs - certificates of vaccination, testing and/or recovery from COVID-19).
1. The ICAO Master List
The ICAO Master List contains the Country Signing Certificate Authority (CSCA) public key certificates of ICAO PKD members that have been passed to ICAO through diplomatic channels and are therefore trusted by ICAO. The Master List, prepared in conformance to ICAO Doc9303 specifications, is intended as an efficient means to distribute CSCA certificates that can be used for e-passport verification. Distribution of the Master List is intended to be complementary to bilateral distribution. Furthermore, its publication complements the publication of Master Lists by other entities and states in the PKD and elsewhere.
The Master List is digitally signed using an ICAO Master List Signer Certificate that is itself signed by the United Nations CSCA, both of which are included in the Master List in accordance with ICAO Doc9303. ICAO can provide the UN CSCA public key certificate to States upon request.

The Master List currently contains 525 certificates from ICAO PKD participants. This version was issued in October 2025.
Availability
The ICAO Master List is available for download at the bottom of this page, subject to the terms and conditions outlined herein. It is also part of the ICAO PKD, available for download by ICAO PKD participants. The contents of the PKD can also be downloaded, subject to terms and conditions, here.
Conditions for use of the ICAO Master List
Any receiving state or entity making use of the Master List must determine its own policies for establishing trust in the certificates contained on the list.
The Master List may contain certificates that are not conformant with existing technical standards for such certificates. No responsibility is assumed for issues that may arise due to such non-conformance.
Updates
The ICAO Master List will be updated at 3-monthly intervals as appropriate. If you wish to be notified of new Master Lists being made available, please subscribe to our notification e-mail list by providing your email address to icao-pkd [at] icao.int (icao-pkd[at]icao[dot]int).
2. The ICAO Health Master List
The ICAO Health Master List contains root of trust public key certificates associated with any health proof used for international travel processes. Distribution of the Master List is intended to be complementary to other distribution mechanisms, including bilateral distribution.
The Master List is digitally signed using an ICAO signing certificate established for this purpose. The ICAO CA public key certificate and its associated Certificate Revocation List can be downloaded here.
Inclusion of certificates on the list is based on the Health Master List policy, published here. Any receiving state or entity making use of the Master List must determine its own policies for establishing trust in the certificates contained on the list. The Master List contains certificates that are not conformant with existing ICAO technical standards for such certificates. No responsibility is assumed for issues that may arise due to such non-conformance.
The Health Master List will be updated regularly, as soon as new certificates are made available to ICAO.
Working with the ICAO Master Lists
The ML Explorer software can be used to read the contents of the ICAO Master Lists and to extract certificates from them. ICAO makes the software available for download and installation thanks to a generous donation from the Kingdom of the Netherlands who have developed this software and offer it to the international community for use.
