Credentials
Credentials are required for the meeting. These letters may be submitted in any of the ICAO working languages (Arabic, Chinese, English, French, Russian or Spanish) and advanced copies should be sent to the Secretary General at ATConf7 [at] icao.int (ATConf7[at]icao[dot]int) by 20 October 2026. Originals of credentials must be presented, at the latest, during registration at the Conference and preferably sent in advance at the following address:

Credentials must be hand-signed on behalf of the State concerned, by a person duly authorized to do so, including:
- Head of State;
- Head or Deputy Head of Government;
- Minister of Foreign Affairs or Minister of Transport (Civil Aviation);
- Director General of the Civil Aviation Authority;
- Ambassador Extraordinary and Plenipotentiary in Canada; and
- Head of permanent mission to the United Nations or to ICAO.
For international organizations, the original credentials should be signed by their Chief Executive Officer (CEO) or Deputy CEO.
Credentials must provide the following:
- the name;
- the position of each member of the delegation; and
- indicate the capacity in which he or she is to serve at the meeting (Member States: chief delegate, delegate, alternate, adviser; non-Member States and international organizations: chief observer, observer).
No self-nominations will be accepted (i.e. credentials cannot be signed by any person listed therein), except for CEOs of international organizations.
If the original credentials are not received before or during registration at the Conference, only a temporary identification badge will be issued.
