The ICAO Assistance, Capacity-building and Training for Sustainable Aviation Fuels (ACT-SAF) programme creates opportunities for States to develop their full potential in SAF development and deployment, in line with the ICAO Global Framework for SAF, LCAF and other Aviation Cleaner Energies, adopted at the ICAO CAAF/3. ACT-SAF was launched on 1 June 2022 in a side event associated to Stockholm+50.
The programme aims to provide tailored support for States in various stages of SAF development and deployment, facilitate partnerships and cooperation on SAF initiatives under ICAO coordination and serve as a platform to facilitate knowledge sharing and recognition of all SAF initiatives around the globe.
In-person training is also being delivered under ACT-SAF. With the support of the United Kingdom, in-person "SAF Introductory Training and SAF Regulation Support Workshops" were held in Tanzania, Equatorial Guinea, and Cameroon between March and April 2024. With contribution provided by Austria, and in cooperation with their experts, an in-person training was delivered to Viet Nam in July 2025.
The ACT-SAF programme is also providing support to facilitate the sustainability certification of qualifying SAF, LCAF and other aviation cleaner energies in line with the CORSIA requirements. With resources provided by France, the first ACT-SAF accelerator project will support the analysis of feedstocks with potential to be used for SAF production (cassava/cashew), as identified on the ACT-SAF feasibility study for Côte d’Ivoire.
With resources provided by France, support was also provided to Côte d’Ivoire regarding the inclusion of SAF in a national bioenergy code, and development of related regulations.
