Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA)

 

The Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA) completed the following activities in 2019:

 

  • 10 audits
  • 17 ICAO Coordinated Validation Missions (ICVMs)
  • 7 off site validation activities; and
  • 2 State Safety Programme Implementation Assessments (SSPIAs) – on a voluntary and non-confidential basis.

 

In addition, two Mandatory Information Requests (MIRs) were issued to obtain detailed information from States on specific aviation safety-related issues. These MIRs remain open.

 

With respect to capacity-building and standardization, five USOAP CMA familiarization workshops were delivered in Bogota, Johannesburg, Mexico City, Nairobi and Seoul. Further, 19 on-the-job trainings were conducted in order to qualify USOAP CMA Team Members or Team Leaders.

 

The USOAP CMA continued its evolution under three streams of work. In the first stream, the Secretariat started the implementation of the recommendations of the Group of Experts for a USOAP CMA Structured Review (GEUSR) as agreed by the Council in June 2019; in particular Group A (Structured revision of Protocol Questions (PQs)), Group B (Priority PQs) and Group C (Types and Prioritization of USOAP CMA activities) recommendations.

 

Within the second stream of work, the ad hoc USOAP CMA Advisory Group was established to further evolve the USOAP CMA, beyond the GEUSR recommendations, by addressing means to avoid duplication of effort and finding synergies to enhance the efficiency of the programme. This advisory group held its first meeting in December 2019.

 

The Secretariat continued implementing organizational improvements during 2019 to support the evolution of the USOAP CMA, including the streams of work led by the groups of experts.
