About the Conference
 
“Unbroken,  African  Commitment & Collaboration for a  Global sustainable, Aviation Security system and and passenger facilitation”
 
On behalf of the government of the Republic of Namibia and its people, the Minister of Works and Transport is pleased to announce 1st Ministerial Conference on Aviation Security and Facilitation in Africa, to be held on 04th – 08th April 2016 at the Safari Court and Hotel, Windhoek, Namibia. The theme of the Conference is ' Unbroken,  African  Commitment & Collaboration for a Global sustainable, Aviation Security system and and passenger facilitation.' with an overall objective to enhance aviation security and facilitation plan in Africa in a sustainable manner. This thought political leadership event will gather international and African aviation security experts, and states ministers as key stakeholders to exchange ideas and deliberate on aviation security and facilitation and agree on a common implementation goal to secure and protect aviation industry as a contributor to economic development of the continent. To achieve the goals and objectives of this Plan, it is essential that African States demonstrate strong political and technical commitment to building capacity, particularly in compliance with Annexes 9 and 17, and to share resources, experience and information amongst themselves. 
 
This conference is preceded by various initiatives and declarations made in order to enhance aviation security and facilitation and the first meeting of the Comprehensive Regional Implementation Plan for Aviation Security and Facilitation in Africa AFI SECFAL Plan Steering Committee which was held on 18 May 2015 in Maputo, Mozambique, and recommended the convening of a Ministerial Conference under the joint leadership of ICAO and the African Union AU in close collaboration with AFCAC.

 
Objectives of the Conference
 
  • The first meeting of the Comprehensive Regional Implementation Plan for Aviation Security and Facilitation in Africa AFI SECFAL Plan Steering Committee was held on 18 May 2015 in Maputo, Mozambique, and recommended the convening of a Ministerial Conference under the joint leadership of ICAO and the African Union AU in close collaboration with AFCAC.
  • The first AFI SECFAL Steering Committee noted the critical need to obtain comprehensive political commitment for the successful implementation of the Plan.  In this respect, it was considered vital to convene, as soon as possible, an AU/ICAO Ministerial Meeting to adopt a Declaration on SECFAL, targets and an Action Plan.  The Declaration, targets and Action Plan will subsequently be submitted to the AU Summit of Heads of States and Governments for endorsement thus obtaining the desired ultimate continental political commitment.
  • In noting the oral report by the Chairperson of the AFI SECFAL Steering Committee on the outcome of the first Meeting, ICAO Council during its 205th Session, Third meeting held on Friday, 12 June 2015, endorsed the Steering Committee’s recommendation regarding the convening of a Ministerial Conference jointly with the AU Commission.
  • The matter of the Ministerial Conference was further discussed within the framework of implementation of the Memorandum of Cooperation between ICAO and AUC singed in September 2010. AU Commission agreed to house such a meeting as a result of the meeting between the Secretary General of ICAO and the Chairperson of AU Commission held in Addis Ababa, Ethiopia, on 19 August 2015.
  • This conference is preceded by various initiatives and declarations made in order to enhance aviation security and facilitation and the first meeting of the Comprehensive Regional Implementation Plan for Aviation Security and Facilitation in Africa AFI SECFAL Plan Steering Committee which was held on 18 May 2015 in Maputo, Mozambique, and recommended the convening of a Ministerial Conference under the joint leadership of ICAO and the African Union AU in close collaboration with AFCAC.
  

Expected Results
 
The conference is expected to reach the following outcomes:
  • Comprehensive political commitment for the successful implementation of the AFI SECFAL Plan, thus supporting a framework through which African States, donor states, organizations and industry coordinate their activities with a view to ensuring the effective implementation of aviation security and facilitation;
  • Adoption of a declaration,  targets and Action Plan for aviation security and facilitation with the results aimed at protecting the African Civil Aviation from being vulnerable to unlawful interference, including terrorist acts; and
  • The outcomes of the Ministerial Meeting on Aviation Security and Facilitation in Africa will be submitted to the ICAO Council and the June/July 2016 AU Assembly of Heads of State and Government for endorsement.
