​BACKGROUND

​The NACC Systemic Assistance Programme  (SAP) is born as a way to implement the ICAO "No Country Left Behind" (NCLB) Campaign, established by the Council to help ensure that SARP implementation is better harmonized globally so that all States have access to the significant socio-economic benefits of safe and reliable air transport.


In order to implement the ICAO NCLB Campaign, the NACC Regional Office developed its own strategy specifically tailored for the NAM/CAR, which focuses its activities in increasing the Effective Implementation (EI) of ICAO Standards and Recommended Practices (SARPs) and the solution of Significant Safety and Security Concerns (SSCs and SSeCs). This comprehensive approach applies a monitoring methodology which addresses all areas of the civil aviation system (e.g. air navigation, safety, security, environment).

 

Through the application of a project management process, the NACC strategy is articulated in the NACC Systemic Assistance Programme (SAP), which establishes clear objectives, goals, deadlines and responsible entities. The SAP distinguishes five phases depending on the progress with the target State and the assistance level required and for its implementation the NACC Regional Office not only relies in its own resources but foster the cooperation and mentoring between the States through the establishment of Memorandums of Cooperation (MOCs) with identified “Champion States”. These Champion States are particularly outstanding in one or various areas, have the technical know-how and are able to provide experts for the ICAO NACC Regional Office Technical Assistance Missions (TEAMs). The list of States/organizations with Champion State MOCs signed with ICAO is composed by Canada, Cuba, Dominican Republic, Guatemala, Nicaragua, Trinidad and Tobago, and COCESNA.
