The Transformational Objective, implemented during the 2023–2025 triennium, has successfully concluded, marking the completion of an ambitious three‑year programme that modernized and strengthened ICAO’s internal operations, culture, governance, and digital capabilities.
The TO with its 37 projects and initiatives delivered significant progress across People & Culture, Digital Transformation, and Operational Transformation. All achievements and lessons learned are presented in the Transformational Objective Final Report (2026).
The Transformational Objective has now transitioned into the newly established Continuous Organizational Improvement (COI) High Priority Enabler under the ICAO Strategic Plan 2026–2050. Through the COI Programme, ICAO will sustain the benefits, continue maturing internal capabilities, and carry forward transformation activities into the 2026–2028 triennium.
