Working methods of the Council and Standing Committees

 

In contributing to the implementation of Assembly Resolution A40-20: Increasing the efficiency and effectiveness of ICAO, and with a view to refining the structure and working methods of the Council and its subsidiary bodies to achieve greater efficiency, at its 223rd Session, the Council adopted a reconstituted Committee structure and Terms of Reference (C-DEC 223/3). The key aspects of the new structure are the establishment of a Committee on Governance and a Climate and Environment Committee, as well as the adoption of the principle of “open membership” for the Aviation Security (formerly the Unlawful Interference), Climate and Environment, Finance, Joint Support of Air Navigation Services, and Technical Cooperation and Implementation Support (formerly the Technical Cooperation) Committees. The Air Transport Committee and the Committee on Governance consist of all Representatives on the Council while the Committee on Cooperation with External Parties and the Human Resources, the Relations with the Host Country and the Edward Warner Award Committees have retained limited membership.

 

To implement these changes, the Council amended the Rules of Procedure for Standing Committees of the Council (Doc 8146), the Directives for Panels of the Air Transport Committee and the Committee on Unlawful Interference (Doc 9482), Annex IV to the ICAO Service Code (Doc 7350), and the Financial Regulations (Doc 7515) (C-DEC 223/3 and 224/1 refer). At the same time, the documents were revised to ensure gender-neutral language.

 

Also in implementation of Assembly Resolution A40-20, the Council amended the Rules of Procedure for the Council (Doc 7559) to provide for revised documentation timelines and for the approval of proposals by a new written procedure in specified circumstances (C-DEC 223/3 refers).
